wilco: Add new driver for Wilco EC
The mailbox driver is a straightforward port of the Kernel driver
from http://crrev.com/c/1323830
Currently the driver has only the basic commands needed for EC
integration into verified boot to support FAFT.
Full support for software sync will come in a later commit.
