storm: add support for Arkham with new memory (H5TC4G63CFR-PBA)

Arkham with new memory report board ID 7.

BUG=chrome-os-partner:42160
BRANCH=None
TEST=When booted on the new Arkham board, the board ID is
displayed as 7 and the device tree choosen is
"google,arkham qcom,ipq8064". The board boots successfully.
