drivers/storage/sdhci: Set preset_enable on mmc host
If presets are enabled on the SDHCI host, tell the mmc layer so it
relinquishes control of setting the clock.

TEST=Modify ezkinil device tree to use a 400 kHz clock. Boot and verify
initial clock was 400 kHz. Also verified HS200 and HS400 still function.
