ec: cros_ec_reboot: Don't wait for EC reboot on sysjump disable
EC_REBOOT_DISABLE_JUMP will under no circumstances result in a clean
reboot of the EC, so don't wait 50ms for the EC to reboot.

TEST=Do EC reset on Chell, verify that time to start kernel is reduced
by ~100ms on average (50ms for EC, 50ms for PD).
