storage: rotor: Adding SD/eMMC initial support

Rotor can boot to kernel from SD card. This
implementation is currently for SD only. To boot
from the SD card it has been declared as a
fixed_block_device. This will be addressed later

TEST=emerge-rotor sys-boot/depthcharge, boot to kernel.
