CFT Build: increase backoff timeout, sha call optional
We do not use the sha in the testing pipeline, so make it an
optional step for now.
Additionally, increase the backoff time between retries, as there is
some flake which looks like it solved by a longer wait.
Once again, these are temp measures until we migrate into unified builds
for containers.
