factory: remove jsonrpclib inside factory, make_par: don't copy argparse

1. The jsonrpclib is included in test image, so we don't need to keep a
   copy in third_party directory and copy it to factory.par.
   But since jsonrpclib is not a standard library, make_par will still
   copy it from site-packages if it's not building a mini version, just
   like 'google' and 'yaml' module.

2. builtin argparse in test image is identical to the one in chroot, we
   don't need to copy it in make_par.

TEST=make test, make par, python py/tools/make_par.py --mini
