Ignore developer firmware flag for few machines

Original commit:
Normally, the firmware must be in developer mode for 'S' option to
launch a shell. For debugging an issue on machines with regular
coreboot, without servo connector, with check_enrollment checked,
and that can not boot from their own storage, allow to bypass the check,
use impacted machines serial numbers instead.

Use same change for debugging dead Samus.

TEST=On a dev machine (glimmer), check escape message is printed out
when using S command.
