Integrate frecon into chromeos

This change has the following fundamental components:
1. Replace ply-image as the splash screen
2. Look for ctrl-alt-f* keys and send dbus messages out
to tell other entities that the VT wants control of
the display

BUG=chromium:406031
TEST=alternate between console and chrome many times
on link_freon
