Disable single-finger scrolling and improve thumb filtering

This change removes single-finger scrolling, i.e. scrolling by leaving
one finger in place and moving another. This allows for more aggressive
thumb detection, which in turn allows users to leave a finger on the
touchpad for clicking while using the other hand for gestures normally.

BUG=chrome-os-partner:36804690
TEST=Ran on touchtest regression suite. Added test cases where a
stationary finger should be ignored.
Determined the prevalence of single finger scrolling
using feedback logs. See bug for details.
