Turn box filter off by default.
This partially reverts commit:
3007f7a529d38a3554a31242dde16add61819b37
Setting the box filter to 1.0 was found to interact poorly
with small motions on a touchpad, rendering it difficult
to perform fine movement.
We are reverting the default setting to the prior value
that was used widely, as the safest possible change.
Regression suite baseline updated.

TEST=Manually verified with sketching, and reviewing touch data
input visualization from Willow before and after change, as well
as verifying changes to touchtest regression suite.
