Update signed binaries from R101-14579.0.0

This switches the firmware from dev-signed to MP-signed.

Also includes a corresponding update to hps-factory, which was built
using scripts/build-hps-factory-static from hps-firmware.git at
commit d39c867af40eda6d641e195bf710ecf0472f13dc.

TEST=deploy to taeko, restart hpsd, check HPS boot count
