Disable minijail for unibuild
Mosys is installed for test images only, except for the three
remaining pre-unibuilds (Asuka, Caroline, Chell).
We can disable the minijail library for unibuilds, as we don't care
about sandboxing the behavior if it's in a test image only.
While I'm here, I can delete the ARM-only minijail setup quirk, as
there's no ARM pre-unibuilds that remain.
