power: Read panel backlight's maximum nits from VPD.
Make powerd's Upstart script read the panel backlight's
luminance from the VPD cache file and copy it to a pref, and
update powerd to use that pref to interpret the
internal_backlight_no_als_ac_brightness and
internal_backlight_no_als_battery_brightness prefs.

TEST=updated a test; also manually verified by running
"vpd -s panel_backlight_max_nits=200" and checking that
the prefs are interpreted correctly
