Add FW update check flow when firmware is in bootloader
The script will check the firmware status, If the touchscreen is in
boot mode, it will skip hardware version check and forced to
update the firmware.
BUG=chrome-os-partner:57767
TEST=By manually erase touchscreen FW and replace this script, then reboot.
Touchscreen functions will work as expected.
