elani2chid: add arm policy configurations
This patch is to add arm policy configurations for elani2chid devices.
It depends on elan_i2chid_tools v1.6.
BUG=b:141276515
TEST=on Elan Touchscreen, update firmware with binary tool and minijail,
and then make sure touchscreen still works.
