Add xorg-config for Elan Wolf
Some Wolf machines are being built with Elan touchpads. This CL adds in
an xorg config for them that uses Elan-calibrated pressure values and
with a decreased tap threshold to increase tap sensitivity.

TEST=I tested the config values on my Wolf and they seem good.
