mb/google/skyrim: Update signed PSP verstage
PSP verstage update includes couple of boot time improvements:
* Secure boot flow implementation
* 100 MHz SPI enablement
Here are the details of the signed PSP verstage:
* FW: 145197.0.0
* PSP: 00.3C.01.14
* Coreboot SHA: eeb7cadc3d9a8f3bf2a51bdb282ba51bbf72e42a
BUG=b:254298923
TEST=Build and boot to OS in Skyrim. Ensure that the PSP is operating in
Production mode with the signed PSP verstage.
