mb/google/skyrim: Add first instance of signed PSP verstage

This change is adding the signed PSP verstage binary only. Signed PSP
verstage is not enabled yet since we are still in development.
Configuring the following coreboot configs will help to enable signed
PSP verstage:
CONFIG_PSP_VERSTAGE_FILE
CONFIG_PSP_VERSTAGE_SIGNING_TOKEN

BUG=b:245782168
TEST=Build and boot to OS in Skyrim with signed PSP verstage.
Ensure that the PSP is in Production mode.
