mb/google/skyrim: Update signed PSP verstage binaries
PSP verstage update includes boot time improvements, reporting HSP
secure state and reporting previous boot state failures.
Here are the details of the signed PSP verstage:

* PSP: 00.3C.04.16 & 00.3C.01.17
* Coreboot SHA: 893aa7790305da9c68a5ad678eb64ba6692561e7
BUG=b:268552202
TEST=Build and boot to OS in Skyrim. Ensure that the PSP is operating in
Production mode with the signed PSP verstage.
