ichspi: Add Device expansion region for APL/GLK

This change adds support for device expansion region which is present
on APL/GLK. Without this change, flashrom is unable to
read/write/erase device expansion region when performing the operation
from host. It resulted in boot failures any time this region needed to
be updated along with the rest of firmware update.

TEST=Verified that flashrom on host is able to read and write device
expansion region on octopus.
