cros_ec_dev.c: Drop EOL v1 protocol support

Since all cros_ec legacy users of flashrom are now gone there
should no longer be any boards using the cros ec v1 protocol.

The last known board usage was 'sentry' for a pd ctrl is now
AUE as well as boards prior to kern 4.4.

This cuts a fair chunk out of this EOL driver on the road
to complete removal.
