If user doesn't specify the -i argument, the flashrom can skip scanning fmap
structure. This can speed up.

Bonus point: avoid the bug when we fully update the buggy ARM u-boot image.

BUG=chrome-os-partner:3711
TEST=I don't have a broken u-boot image on hand now.
So, tested with 'flashrom -V | grep ignore_fmap', and the following line shows up:
  No -i argument is specified, set ignore_fmap.
