glados: Disable jtag_vref_selX by default.
The jtag vref signal drivers PP3300_DSW_USBC on glados which in turn
powers (back powers?) several other things so we need to Disable by
default.
Note this vref also provides power to pull-ups on the flex that allow
disabling of the entire usb pd uart interface (remember its been
re-purposed from the jtag).
