CHERRY_PICK: veyron: Add overlay for veyron_mickey

This adds:
- An overlay for non-laptop Veyrons (assume "Chromebox" for now)
- An overlay for veyron_mickey which includes it so that
  "servod -b veyron_mickey" works.
- Power state functions for veyron_mickey

BUG=chrome-os-partner:41101
BRANCH=factory-veyron
TEST="sudo servod --board=veyron_mickey" works, as well as power_state:on,
power_state:off, and power_state:rec arguments to dut-control.
