servo: Have each ina entry specify the INA type
poppy is going to have a mix of INA3321 an INA219, so we want to
specify the INA type for each entry.
Also, this simplifies the Makefile quite a bit.

TEST=Comment out "Autogenerated" line in generate_ina_controls.py,
check that /usr/lib64/python2.7/site-packages/servo/data files
are identical with and without this patch.
