hostapd: Avoid disconnection of STA during spoofing.
This fix is to avoid the disconnection of associated station
during spoofing. Earlier AP was sending re-assoc response with
status as success for the spoofing Station instead of rejecting with
reason code 30.

TEST=Compiled successfully, done basic connectivity Test.
