Revert "CHROMIUM: tick-sched: Let stop code round to next tick using hrtimer_forward()"
This reverts commit 0db4f6faea8a99d93869a3198494d2c41584030e.
Reason for revert: 4.14 branch does not have the sched fixes which
reduces the large number of IPIs that low res timers cause, since 4.14
devices are far and few, revert the patch as precaution and skip
launching low rest timers on those (via finch).
