BACKPORT: FROMLIST: ARM64: dts: mt8173: Add CPU OPP, clock and regulator supply properties

Add operating-points-v2, clock, and regulator supply properties required by mt8173-cpufreq driver to enable it.

[djkurtz: Mediatek cpufreq is blocked upstream due to missing CCF
 infrastructure, so this patch cannot land upstream yet, hence it is
 FROMLIST for applying on chromeos-3.18 (which also has FROMLIST MTK
 cpufreq).
 Note: chromeos-3.18 already has cpu nodes for mt8173-evb.dts (added so
       that chunk is dropped.
 Note: The OPP tables in this version of the patch here do not match those
       in the original FROMLIST patch, because they are for production
       silicon.  These values will be sent to the list once Mediatek
       cpufreq finally lands.

    => Verify cpu opp tables in debugfs (/sys/kernel/debug/opp/cpu*)
