Revert "CHROMIUM: mwifiex: vendor command support for set tx power mode"
The patch came in with the initial v4.4 rebase, but it's not
needed by any of the devices that currently use v4.19.
This reverts commit 19a285dca736f114db965493acad844ece9de6e5.

context delta due to 801b8d8c7729 ("mwifiex: don't advertise
IBSS features without FW support"), which landed later
