CHROMIUM: config: Kernel config to enable quota
This will enable quota tracking and enable the use of quotactl syscall by
forcing the following configs on:
CONFIG_QUOTA=y
CONFIG_QUOTACTL=y
CONFIG_QFMT_V2=y
BUG=b:62995196
TEST=update kernel in machine and run quotactl.
