CHROMIUM: firmware: qcom: scm: disable crashdump support by default
Currently, SCM restart reason driver enables the crash dump support by
default. Since the crash dump support is not required, disable the same.

TEST=Dump the TCSR register with 'mem' utility in the kernel prompt and
check if the download mode is enabled / not.
