CHROMIUM: Add DIR_METADATA

Adding chromeos-5.10-cip to manifest results in:

ERROR:root:full.xml:
chromiumos/third_party/kernel: src/third_party/kernel/v5.10-cip:
refs/heads/chromeos-5.10-cip: missing top-level DIR_METADATA

So add the DIR_METADATA file.
