CHROMEOS: config: add ebtables support
Enabled netfilter and ebtables modules required to filter IGMP traffic
through ebtables rules.
Normalized config with following command
./chromeos/scripts/kernelconfig olddefconfig
BUG=b:130303868
TEST=Verified ebtable modules are present in mistral
