CHROMIUM: iwl7000: Adjust kernel version for HE
We use version 99,0,0 when we don't know when a certain feature will
reach upstream. Now that HE has reached upstream, we should update them
according to the kernel version where they were included.

TEST=Build, boot and connect on Kohaku. Confirm that HE rates show up in
`iw wlan0 sation dump` when connected to a router supporting 11ax.
