CHROMIUM: ath10k: Set aggr/non-aggr SW retry threshold to 50 by default
Set the aggr/non-aggr SW retry threshold value to 50 by default
and send that value to the firmware after the interface is up.

TEST=With this change, we can configure the aggr/non-aggr
SW retry threshold values to 50 by default.
