CHROMIUM: Bluetooth: Fix for LE mouse lag issue on StP
Mouse (HOGP) lag is observed on Intel StP controller in KeyChron + HOGP
mouse use case due to conflict in achor points. A dirty fix added to
avoid the collision by restricting connection interval min/max to 7.25ms
for LE connections when KeyChron BR/EDR device connected.
Note: this is a reland of CL:2635321 with a fix of productId.
