CHROMIUM: arm64: dts: Set 6000 uV/uS ramp for rk3399-gru DVS rails
Although we haven't yet scoped it yet, it's clear that ramping the DVS
rails on rk3399-gru won't be instant. Until we get a chance to scope,
let's try setting 6000 uV/uS as the ramp rate. Times for ramping now
will be:
800000 uV => 1025000 uV: 37.5 uS

TEST=Reboot tests become much more stable.
