CHROMIUM: Use DT country configuration over eeprom regulatory info
When country string is available through DT("qcom,ath10k-country-code",
read from vpd) use it to report device regulatory domain rather
than using the one reported from target. Also make sure the DT country
string is converted to upper case before passing it to regulatory code.
