CHROMIUM: Add suspend/resume for falcon clients

If the falcon client was active at the time of suspend, reload and restart
the firmware upon resume.

BUG=chrome-os-partner:40741,chrome-os-partner:41248
TEST=suspend via "echo mem > /sys/power/state", and resume via power button.
Made sure firmware is booted.
