CHROMIUM: arm64: dts: mt8173-oak: increase i2c3 to 400 kHz

The frequency of i2c3 is default 100 kHz (standard mode).
Elan suggests to increase to 400 kHz (fast mode) as there is some
performance concern when operating at 100 kHz.

400 kHz is safe on elm, since the Touchscreen is the only device on i2c3
400 kHz is safe on oak, since the Analogix ANX7814 HDMI/DP bridge is the
only other device on i2c3, and according to its datasheet, it supports
a max i2c speed of 400 kHz.
