* [Media Common] Enable 64-bit compare disable and remove semaphore fix
Changed is64BCompareDisable default from false to true in MI command parameters. Removed fix that forced FtrHwSemaphore64 to 0 when FtrNativeFence was disabled. This allows proper 64-bit hardware semaphore support without artificial restrictions based on native fence availability.
