marvell: add a SOB check for repo uploads This directory tracks the marvell FWs which comes from Marvell's github repositories or even the pre-release FWs. Similar to linux-firmware we should have SOB tags for the commits. Add a PRESUBMIT.cfg to override signedoff_check flag. BUG=None TEST=repo upload with dummy commit checks for SOB flag.
