novatek-tcon-fw-update-tool: Check in original vendor-provided source code.
This is a utility for updating the firmware on Novatek TCON
(Timing Controller) microcontrollers.

Followup patches will add a README, Chromium OS build integration, and
some basic cleanup targeting compiler and presubmit warnings. This patch
serves as a record of the original vendor-provided source, to diff against
future changes.

TEST=With the right empty directories created, compile.sh succeeds for me
(outside of CrOS chroot) and produces a working binary.
