llvm_tools: add a nightly clang-tidy diagnostic checker

This CL adds a tool that files bugs on us to evaluate new clang-tidy
checks as they're landed upstream. The intent is for this to be run at
some regular interval. Hopefully it can be extended to clang, too?

TEST=Ran a few times on my machine with the bug bits stubbed out

toolchain-utils

Various utilities used by the ChromeOS toolchain team.

Note

To run Python scripts in this directory, first run:

export PYTHONPATH=$(readlink -f .):$PYTHONPATH

from this directory.

Then you can run any script.

To get help on any script, type in python <script> --help, or refer to the header of the script for more information.
