Revert "[llvm_tools] automatically uprevs sys-devel/gcc whenever LLVM_NEXT is changed"

This reverts commit a5725194cabd4244fd04c106c3a8d8b0d246b751.

Reason for revert: breaks llvm-next testing. b/194493350

toolchain-utils

Various utilities used by the Chrome OS toolchain team.

Note

To run Python scripts in this directory, first run:

export PYTHONPATH=$(readlink -f .):$PYTHONPATH

from this directory.

Then you can run any script.

To get help on any script, type in python <script> --help, or refer to the header of the script for more information.
