NV: provide a function to look up indices before Startup Chrome OS application requires ability to retrieve NVMEM indices for reading even before TPM is initialized. The new function initializes static variables necessary for NVMEM browsing, if they have not yet been initialized and then checks if the required index is present. Success allows the caller to retrieve index contents directly. BRANCH=cr50, cr50-mp BUG=b:67009375 TEST=with the accompanying changes in the EC tree verified that FWMP can be read immediately after reset, before TPM Startup command was sent.
