Always have TPM_CC_ constants defined In preparation to disabling unused TPM commands: 1) have TPM_CC_ command codes always defined; 2) switch conditional compilation checks from testing if a command code is defined to testing if a command is enabled (CC_command == CC_YES). 3) modify generator to produce code checking if command is enabled instead of checking if it is defined. This is done to avoid putting unnecessary checks around the code that uses TPM_CC_ constants. BRANCH=cr50 BUG=b:65253310 TEST=modified sources (checked in in the following patch) produce identical Cr50 executable.
