Turn off RO_NORMAL flag for Link firmware builds
The first shipping Link firmware had the RO_NORMAL flag set. To push an
update we have to turn it off, since the RW BIOS is different from the RO
BIOS.

BRANCH=firmware-link-2695.B
TEST=In progress.
This is only in the Link BIOS branch, so it won't affect anything else.
However, it will require a full QA cycle to verify and should get some bake
time before release.
