[base] Add CS backrefs to values.h docs I've seen many values.h migrations come by lately and I regularly wish I could click the references to other methods in code search. Backticks will allow that. Also migrated existing |var| to modern-style `var` for consistency. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
